Let's Talk Lifejackets and PFDs for Recreational Boaters

In their continuing efforts to improve boating safety, Transport Canada (TC) has launched a Let’s Talk consultation to get your views on mandatory lifejacket or PFD (personal flotation device) wear for recreational boaters. This consultation, which is now open, is the first step towards potential federal legislation.

To inform this process, TC has developed a survey with criteria based on recent research, focusing on three key categories:
  • Age requirements
  • Vessel length
  • Vessel type
The main goal of any legislation would be to reduce boating fatalities and TC have specified that mandatory wear requirements would only apply while a vessel is in motion, ensuring that other activities like fishing and swimming while anchoring are not impacted.


Why is this on the radar?

Canada averages 111 recreational boating fatalities each year, and not wearing a PFD or lifejacket is consistently a factor in around 89% of these fatalities. While these numbers fluctuate from year to year, they have not shown any consistent downward trends. According to TC research, recreational boating fatalities primarily occur among adult males with powerboats and canoes the vessels most commonly involved. Vessel capsizing followed by a person falling or being thrown overboard are the most common incidents resulting in fatalities.

Research has also shown that international jurisdictions that have implemented mandatory wear requirements have seen significant decreases in fatalities.

How to comment

There are three ways to provide feedback to Transport Canada on this issue:

  1. Complete TC’s survey to let them know your thoughts
  2. Submit written comments using the ‘have your say‘ button on the Let’s Talk webpage
  3. Send an email explaining your views to: MSSRegulations-ReglementsSSM@tc.gc.ca
