Ontario's Bill 5 Sparks Widespread Opposition

The recent passage of Ontario’s Bill 5, Protect Ontario by Unleashing our Economy Act, 2025 has ignited a firestorm of opposition from First Nations Leadership and environmental advocates. The omnibus bill, aimed at opening mining opportunities in Ontario’s Ring of Fire, makes massive changes to the requirements for protecting endangered species and archaeological sites in the province. Furthermore, it empowers the government to designate ‘special economic zones’ that are exempt from provincial regulations and municipal by-laws to expedite development.

A Joint Call to Action: Georgian Bay Association and Georgian Bay Forever

GBA and Georgian Bay Forever (GBF) have issued a joint statement expressing their disappointment and concern over the passage of Bill 5. GBA and GBF state, “We are truly disappointed to hear of the government’s disregard for the environment, the citizens, and the long-term well-being of Ontario communities.” Building on the efforts of our members, who sent hundreds of letters to their MPPs in opposition to Bill 5, GBA and GBF will continue speaking out and standing up for environmental preservation and Indigenous reconciliation.

First Nations Concerns

First Nations Leadership has expressed strong opposition to Bill 5, citing its failure to respect the constitutional and treaty rights of First Nations. The Chiefs of Ontario believe the government is ignoring their treaty and constitutional obligations. Regional Chief Abram Benedict emphasized that the Chiefs “fully reject Bill 5” and will continue to defend their rights. “We have made every effort to work with this government and requested that Bill 5 be repealed,” said Chief Benedict. “Instead, our requests have gone ignored, and Ontario has failed to adhere to the principles of meaningful consultation with First Nations.”

Environmental Impact

Environmental advocates have also condemned Bill 5, warning that it will have devastating consequences for endangered species. Phil Pothen, Counsel and Ontario Environment Program Manager for Environmental Defence, stated that the bill “deals a grave blow to the rule of law” and will likely lead to the extinction or extirpation of many species. Extirpation, or the disappearance of a species from a specific geographic region, can have significant ecological implications, as it can disrupt the balance of ecosystems and reduce biodiversity. The bill strips protection from critical habitats required for endangered, threatened, and species of special concern to survive and reproduce.
